A federal judge has stopped California from implementing a 20 percent cut to the state's In-Home Support Services program. Judge Claudia A. Wilken of the U.S. District Court for the Northern District of California issued a temporary restraining order on Dec. 1 to stop the cuts until the court can hear a request for preliminary injunction. The state wants to cut $100 million for the program that provides in-home health services. The judge said the cuts would place some patients at risk for unwanted out-of-home placement.
