HHS Rules Cost $3 Billion Over Five Years
Implementing rules from the U.S. Department of Health and Human Services cost the federal government more than $3 billion

Implementing rules from the U.S. Department of Health and Human Services cost the federal government more than $3 billion from April 1, 1995, to Sept. 30, 2001, according to a Dec. 18 report from the U.S. Office of Management and Budget. However, the “benefits” resulting from the rules’ implementation were worth as much as $9 billion, the report added.
The Centers for Medicare and Medicaid Services’ contributed to these benefits by resolving a backlog of Medicaid state plan amendments, implementing model waiver programs for prescription drugs, and awarding grants to help children and the elderly with disabilities or long-term illnesses participate in their communities.
