CARY, North Carolina—The Accreditation Commission for Health Care (ACHC) appointed David J. Totaro, principal at Liberty Partners Group and a leader in home health and hospice policy, advocacy and strategy, to its board of directors.
Totaro brings more than three decades of leadership experience spanning healthcare, government affairs, public policy and strategic communications. Throughout his career, he has worked to advance policies that strengthen home-based care while supporting providers as they navigate an evolving healthcare landscape.
“David has dedicated his career to advancing home-based care and advocating for healthcare providers,” said José Domingos, president and CEO of ACHC. “His experience and leadership will be invaluable as our board helps shape ACHC’s strategic direction and advances our mission of helping healthcare organizations continuously improve quality, strengthen operations and adapt to the challenges facing healthcare today.”
Totaro joined Liberty Partners Group in January 2026, where he co-leads the firm’s home health and hospice practice. Before that position, he spent 17 years with BAYADA Home Health Care, serving as chief government affairs officer and later as president and executive director of Hearts for Home Care, the organization’s 501(c)(4) social welfare organization.
Throughout his career, Totaro has helped shape home health and hospice policy at both the state and federal levels through leadership roles with several of the nation’s leading healthcare organizations. He founded and served as chairman emeritus of the Partnership for Medicaid Home-based Care and has held leadership positions with numerous national organizations, including the Hospice Action Network, the Partnership for Quality Home Healthcare, the Home Care Association of America and the National Alliance for Care at Home.

Totaro has received numerous national and regional honors recognizing his contributions to healthcare, including the National Alliance for Care at Home’s inaugural Lifetime Achievement Award in 2025, McKnight’s Long-Term Care Pinnacle Award as the 2024 Agent of Change and recognition as a Philadelphia Titan 100 executive in both 2023 and 2025.
